Race to Watch: California

Voters all over the United States will make their voices heard at the ballot box on November 6. The battle for the U.S. House of Representatives and Senate come down to just a few competitive races, so it’s more important than ever for cannabis professionals to be informed about the views of key candidates running for office. NCIA has compiled information about candidates running in 25 competitive races for the House of Representatives and three for the Senate that we consider uniquely important to the cannabis industry due to their views on marijuana policy and/or their geographic location.

According to SwingLeft.org, in the last election, Republican Jeff Denham won this district by only 8,201 votes (3.4%). However, Hillary Clinton beat Donald Trump in CA-10 by 3%. Now, Democrat Josh Harder, a small business leader and teacher, is running to unseat him. During his time in Congress, Rep. Denham has voted against amendments that would have protected medical and adult-use cannabis programs and provided banks safe harbor for dealing with the cannabis industry.

According to SwingLeft.org, in the last election, Republican Stephen Knight won this district by only 16,349 votes (6.3%). But Hillary Clinton beat Donald Trump in CA-25 by 6.7%. Now Democrat Katie Hill, the executive director of a major non-profit that develops affordable housing, is running for the seat. In 2015, Rep. Knight voted against amendments that would have protected medical and adult-use cannabis programs.

According to SwingLeft.org, in the last election, Republican Mimi Walters won this district by only 53,387 votes (17.1%). But Hillary Clinton beat Donald Trump in CA-45 by 5.4%. Now Democrat Katie Porter, a law professor and consumer advocate, could flip this critical seat! Katie Porter wrote to NCIA, "I will fight to make sure the cannabis industry is afforded the same privileges and is held to the same account as other businesses when it comes to banking, environmental, and consumer protections." Rep. Walters, however, voted against amendments related to CBD, veterans, medical and adult-use cannabis, and hemp.

Trump and Sessions' decision to withdraw the Cole Memo flies in the face of public opinion and the will of California voters. As a consumer protection attorney, cannabis banking issues are very important to me. I will fight to make sure the cannabis industry is afforded the same privileges and is held to the same account as other businesses when it comes to banking, environmental, and consumer protections.

According to SwingLeft.org, in the last election, Republican Dana Rohrabacher won this district by only 50,986 votes (16.6%). But Hillary Clinton beat Donald Trump in CA-48 by 1.7%. Now Democrat Harley Rouda, a philanthropist, attorney, and tech entrepreneur running. Rep. Rohrabacher has been one of the most vocal champions for the cannabis industry and has advocated for this issue for over a decade. Harley Rouda also supports legalizing, taxing, and regulating marijuana production and sales for adults over 21, making marijuana legal for patients with certain medical conditions, allowing states to determine their own marijuana policies, legalizing of non-psychoactive hemp for industrial, food, and medical products, and making medical cannabis an option for veterans in the VA system.

50

California's 50th congressional district encompasses parts of San Diego County and Riverside County. It is currently represented by Republican Duncan D. Hunter, who is currently under indictment on charges including conspiracy, wire fraud, and violating campaign finance laws. Rep. Hunter is a cosponsor of multiple pieces of NCIA priority legislation, including banking, 280E, and the STATES Act. Campa-Najjar's website states, "If elected, I will support de-scheduling cannabis and fund research to examine it as a natural alternative to often lethal prescription drugs such as opioids, depressants, and amphetamines."
