A lifelong Portland resident, Earl Blumenauer was first elected to public office in 1972 and has served in Congress since 1996. Congressman Blumenauer is a long-time supporter of marijuana policy reform and, in 2013, was awarded NCIA’s inaugural Legislative Leadership Award.
