BROOKE GILBERT


Brooke Gilbert is the Chief Operating Officer at the National Cannabis Industry Association, where she leads internal operations and supports the team in delivering impactful programs and services to NCIA’s national membership. With more than a decade of experience at the organization, Brooke brings a deep understanding of its mission, strong operational instincts, and a clear vision for how to move the work forward.

Since joining NCIA in 2013 as one of its earliest team members, Brooke has played a central role in shaping the association’s strategic direction, member engagement, and signature programming. Her steady leadership and behind-the-scenes work have helped grow NCIA’s national presence, build community across the industry, and ensure the organization consistently delivers on its mission to support small and independent cannabis businesses.

Brooke’s contributions include developing NCIA’s renowned events portfolio—from Cannabis Industry Lobby Days and the Cannabis Caucus series to the now-retired Cannabis Business Summit & Expo—and launching key initiatives that have driven member value and organizational sustainability. She brings a deep understanding of nonprofit operations, a passion for advancing cannabis policy, and a commitment to collaboration.

Prior to her work at NCIA, Brooke coordinated national events and advocacy efforts at Americans for Safe Access and got her start in drug policy reform through Students for Sensible Drug Policy, where she was honored with the “Outstanding Alumni Award.”

She holds a B.S. in Public Policy and Administration from James Madison University and lives in Virginia with her husband, daughter, dog, and cat.
