MICHAEL COOPER
Michael publishes and speaks frequently on cannabis regulation, and is the Chair of Policy for the National Cannabis Industry Association. Michael previously Chaired the National Cannabis Industry Association’s State Regulations Committee.
A lawyer by training and Cofounder of MadisonJay Solutions, Michael makes it MadisonJay’s mission to provide practical, actionable information and advice to its clients, leaders in the state-regulated cannabis and hemp cannabinoid industries. He draws on his prior regulatory and securities law practices, as well as his work in the beverage alcohol industry, to help MadisonJay’s clients navigate the regulatory thicket.
After graduating Harvard College and Harvard Law School, Michael began his career serving as a law clerk to a judge on the U.S. Court of Appeals for the Fifth Circuit.
After his clerkship, Michael spent more than five years litigating at Cravath, Swaine & Moore LLP, frequently named one of the nation’s best law firms. At Cravath, Michael counseled numerous Fortune 500 companies on their compliance programs and defended them before a myriad of regulatory agencies. He also frequently provided regulatory risk assessments for mergers and financing deals. Though his broad practice spanned the gamut of industries, Michael advised companies that operate in a variety of highly regulated spaces including pharmaceuticals, banking, and gaming.
After Cravath, Michael joined MHW, Ltd., the leading provider of solutions for alcohol producers. As General Counsel of MHW, Michael brought the same creative problem-solving ethos to bear.
GILBERT, BROOKE
Brooke Gilbert is the Chief Operating Officer at the National Cannabis Industry Association, where she leads internal operations and supports the team in delivering impactful programs and services to NCIA’s national membership. With nearly fifteen years of experience at the organization, Brooke brings a deep understanding of its mission, strong operational instincts, and a clear vision for how to move the work forward.
Since joining NCIA in 2013 as one of its earliest team members, Brooke has played a central role in shaping the association’s strategic direction, member engagement, and signature programming. Her steady leadership and behind-the-scenes work have helped grow NCIA’s national presence, build community across the industry, and ensure the organization consistently delivers on its mission to support small and independent cannabis businesses.
Brooke’s contributions include developing NCIA’s renowned events portfolio—from Cannabis Industry Lobby Days and the Cannabis Caucus series to the now-retired Cannabis Business Summit & Expo—and launching key initiatives that have driven member value and organizational sustainability. She brings a deep understanding of nonprofit operations, a passion for advancing cannabis policy, and a commitment to collaboration.
Prior to her work at NCIA, Brooke coordinated national events and advocacy efforts at Americans for Safe Access and got her start in drug policy reform through Students for Sensible Drug Policy, where she was honored with the “Outstanding Alumni Award.”
She holds a B.S. in Public Policy and Administration from James Madison University and lives in Virginia with her husband, daughter, dog, and cat.
